About Chipside

Chipside is a specialist software development company providing services to 1-in-4 local and regional government traffic authorities in the UK.

  • In-field mobile systems: Approximately 1,500 mobile officers use Chipside’s mobile enforcement systems to continually monitor road and car park usage, connected to public facing and back office systems at all times. These officers also protect local authority income by monitoring correct use of resident specific parking bays, roads and other facilities.
  • Office systems: Chipside’s back office systems provide city, town and regional government legal teams with case management escalation systems, including automated and integrated vehicle keeper checks and legal notice production.
  • Public facing portals: Chipside provides access to local government services through a range of secure internet portals and mobile applications. These allow public access to view video evidence held about the case, enabling the public to challenge the legal process online or to make payment to settle any fees required by the local authority.
  • Permit management: The class leading MiPermit service allows the public to manage their own local government account from the comfort of their own home, or while on the move, bringing accessible services to all.
  • Public assistance call centre: Chipside operates a directly employed team to deal with a range of questions from the public about local government services. The team handles 1 million calls from the public, complementing our automated systems with personal call handling when required. Chipside implementation teams work a range of customer teams to implement software systems, public facing services to time, to quality and to budget.
  • Consultancy: The Chipside team is frequently consulted by local authority policy decision-making teams, elected representatives, security teams and works with a number of central government bodies on a range of traffic, parking and process management issues.
  • Software Lab: Chipside operates a directly employed systems development team, giving its customers a wide range of rapid policy implementation tools and services.
  • Local government assistance call centre: A dedicated technical support team gives local government customers unlimited access to call on Chipside’s expertise.
  • Intelligent Big Data: Real-time analysis of survey, observation and asset usage for instant policy decisions. Integral data interchange functionality allows data to be automatically transmitted and shared between systems and partners.

Paul Moorby OBE
CEO Founder

Paul founded Chipside in 2003 and now heads the team as Managing Director. He has extensive experience in ICT and management for more than 30 years, with 20 years specialising in digital parking management. Paul frequently takes to the global stage at governmental trade missions to discuss the latest technological developments such as Smart Cities and IoT. He is a trusted advisor to more than 170 local government authorities.

Richy Clements
Director & Head of Innovation Lab

As the Head of Innovation Lab, Richy is responsible for architecting products and services for customers both in the UK and internationally. He started writing computer code when he was just 11 years old and began working with Paul Moorby six years later to develop Chipside. Richy has been invited to attend the prestigious Apple Development Conference in San Francisco four years running.

Jim Newman
Software Development Manager

Jim heads up the development of Chipside’s software, finding new innovative systems and building scalable and robust solutions for the company. He has played a key role in developing the MiPermit platform since Chipside launched and is working towards making Oppidatim a global data collection service. Jim specialises in full stack development and .NET development.

Simon Cheung
Head of Business Development

Simon has been at Chipside since it was founded. As a qualified Prince2 project manager, he has played an instrumental role in delivering to more than 100 local authorities in his career. As Head of Business Development, Simon’s responsibility is to deliver local government digital transformation projects and increase Chipside’s visibility on a global stage.

Dave is looking after the busy national public-facing call centre and business services division.

Z Matthews
Head of Strategic Projects

Z has worked at Chipside since it was founded, building up the technical support team and monitoring the ongoing performance of every Chipside system nationwide. He now creates and implements strategic projects that will take the business forward in the next ten years. Z prioritises customer requirements in crafting long term strategies, ensuring every project aligns with the needs of their users.

Mike Anstey
Head of Service Delivery

With his extensive experience in both technical and project delivery, Mike focuses on customer support and leads the Service Delivery team's growth. He has been working at Chipside for more than 12 years and has played a vital role in Business Development. Mike is currently ensuring our team is equipped with the right tools and skills to deliver Chipside’s ambitious Strategy 2025.
